Var is not a weight loss or fat loss supplement... this is where she needs her diet and training on point.
Females can take up to 20mg a day of var. There shouldn't be any water retention while on it, that would be diet related. You need to have a solid base of training and clean diet first before incorporating steroids. It's not a magic pill... what she will get from var is lean mass gains and she will add on some size... women won't get huge, unless supplementing with significant amount of other compounds such as test or deca... again, she will gain muscle and size... it's all dose dependent.
